The Home Energy Assistance Program (HEAP) is administered by the Department of Social Service. For most who qualify, their benefits are paid directly to their fuel provider.
You can receive one regular HEAP benefit per program year. However, if you find yourself close to running out of fuel or having your utility shut off, you could also be eligible for emergency HEAP benefits.
