The past two years have been particularly difficult for many of us. If an illness (be it Covid or something else), the loss of a spouse, the loss of a job, or any other financial hardship has left you struggling to pay your heating bill each month, Valley Oil wants you know that help is available.

HEAP

New York State’s HEAP (Home Energy Assistance Program) is a resource available to eligible New Yorkers to help them heat (and cool) their homes. If you’ve been struggling to stay on budget, now is a good time to find out if you’re eligible for this assistance.

The Home Energy Assistance Program (HEAP) is administered by the Department of Social Service. For most who qualify, their benefits are paid directly to their fuel provider.

You can receive one regular HEAP benefit per program year. However, if you find yourself close to running out of fuel or having your utility shut off, you could also be eligible for emergency HEAP benefits.

Emergency Benefits Eligibility

Emergency HEAP benefits and eligibility are based on the following:

• Household income
• Available resources
• The type of emergency

You may be eligible for an emergency HEAP benefit if:

• Your electricity is necessary for your heating system or thermostat to work and is either shut-off or scheduled to be shut off.
• Your electric or natural gas heat is off or scheduled to be shut-off.
• You are out of fuel, or you have less than one quarter tank of heating oil, kerosene, or propane or have less than a ten-day supply of wood, wood pellets, corn, or another deliverable heat source.

Regular Benefits Eligibility

Your eligibility and benefits are based on the following:

• Your income
• The size of your household
• Your primary heating source
• Whether someone in your household is younger than 6, older than 60, or permanently disabled

Here are some of the eligibility requirements:

• A member of your household is a United States Citizen or qualified alien.
• Your household’s gross monthly income is at or below the current income guides.
• You receive Supplemental Nutrition Assistance Program (SNAP) benefits.
• You receive Temporary Assistance.
• You receive Code A Supplemental Security Income (SSI Living Alone).
